At P54, we are committed to contributing to projects that positively shape living environments. It is therefore with great pride that we participated in the development of the Terre-des-Jeunes project, an ambitious residential neighborhood soon to be implemented in the heart of the Municipality of Sainte-Julienne.
We were mandated by the project developer to carry out the preliminary study, plans and specifications, authorization requests from various authorities, and supervision of the work.
A Community-Oriented Project
The Terre-des-Jeunes project eventually plans for the addition of approximately 1,400 new housing units, near the municipal center. This neighborhood was designed to promote harmonious coexistence with the environment and respond to the municipality’s demographic growth. Several green spaces, a continuous bike path connecting two sectors of the city, and the reservation of a site for a future school and a daycare were integrated from the design phase.
Modern and Sustainable Municipal Infrastructure
Our team is, notably, responsible for the complete integration of municipal infrastructure, including:
- the sanitary sewer system;
- the storm sewer and drainage networks, including optimal stormwater management practices;
- the aqueduct network;
- urbanized streets (paving and concrete curbs);
- the implementation of a roundabout to ensure fluid and safe traffic flow.
This project represents a key step in the urban evolution of Sainte-Julienne, and we are happy to be able to put our expertise at the service of this transformation.

A First Integration of OMP in Sainte-Julienne
We are particularly proud to have integrated Optimal Management Practices (OMP) into this project, a first for the Municipality. The project includes:
- the creation of a new watercourse;
- stormwater bio-retention systems, including draining swales;
- temporary stormwater retention basins.
These innovative solutions meet the requirements of the Ministry of the Environment, while improving the site’s resilience to heavy rainfall and ensuring effective treatment of stormwater before it is discharged into the watercourse.
Exemplary Coordination
The project involves several technical challenges that require meticulous planning, a design adapted to the site’s specificities, and constant coordination with the developer, municipal authorities, and environmental stakeholders. Our expertise in municipal civil engineering, supported by our ISO 9001 and AMF accreditations, allows us to conduct each step with rigor and efficiency, while respecting the existing urban fabric.
Terre-des-Jeunes in Figures
Work on the first phase, aiming for the construction of 460 units, began in winter 2025 and is expected to be completed in the summer of the same year. Subsequent phases will be deployed progressively over the coming years, depending on residential development needs and the capacity of municipal infrastructure to accommodate these new homes.
A Project Commensurate with Our Commitment
Terre-des-Jeunes is a concrete example of what we do best: assisting municipalities in carrying out structuring, sustainable, and future-oriented projects. This type of mandate stimulates and inspires us, as it allows us to create, together, living environments designed for future generations.
